Shadowraze Wars v2.3

-Tangoes from 3 charges to 2
-Removed many things from upgrade shop (more similar to v1.9)
-Fixed shared cooldown between Lothars and Wand of Backstep
I didn't really add anything, and I probably won't add anything more, just trying to polish up a version of v1.7/1.9c because they seem to be more popular than the v2.x versions.
That is all.
